A
two-week capsule course exclusively for Law Officers of Indian Navy was
held at the Institute of Military Law, Kamptee. The main aim of the course
was to apprise the of Naval Law Officers about the salient provisions of
Army Act, Army rules and regulations pertaining to aspects of discipline
and court-martial in comparison to the provisions of Navy Act and
regulations.
Addressing the valedictory session,
the Commandant, Institute of Military Law, Col JK Deosthale emphasised the
need of upholding judicial ethics and fairness in "justice delivery
system" of the Armed Forces. He also expressed the hope that the
instructions given during the course would expand the sphere of
appreciation and understanding of student officers with regard to military
law mechanism and administration of justice in the Army vis-a-vis Navy.
He said that during the course, the
young officers of the Navy were given instructions on Army, Navy as well
as civil laws, conduct of court-martial, human rights and International
Humanitarian Law. The trainees were also given practical assignments which
included analysis and presentation by the trainees on decided court cases,
preparation of a charge-sheet, filing summary trial forms and tutorial
discussions on human rights cases.
Col Deosthale exhorted the student
officers to be fearless and firm in rendering advice to commanders at all
levels. He also hoped that the exposure to Army legal mechanism and
service ethos would be helpful in discharge of their duties as responsible
Law Officers in the Navy.
